Canada and EU Alliance is More Than a Trade Partnership; It’s a Union of Shared Values

Mark Carney stood on the floor of the European Parliament in Strasbourg today and described the method without naming the man. "Economic integration is now being weaponized — tariffs being used to exert pressure," Canada's prime minister told the chamber. Europe and Canada, he said, "are stronger together."

Carney was answering an offer made to his face. Ursula von der Leyen proposed Canada on Wednesday as the European Union's first-ever "associate member," with Carney seated in the chamber as she said it. Associate member is not an EU category. The Commission president was proposing to invent one, and EU member states would have to approve it.

Trump answered with tariffs. "If they do that, if I think it's at all a hostile act, I will put very serious tariffs or stop trading with Europe on many things," he told reporters at Charlotte Douglas International Airport in North Carolina, on a campaign trip for Senate nominee Michael Whatley. He called the idea "laughable." He called Canada "a terrible trade partner."

Narativ mapped this pressure in "Oh Canada!" in March 2025 — the Northwest Passage claims called illegitimate, the water-sharing threats, the push to drop Canada from Five Eyes.

Trump's own trade figures tell a different story about who needs whom — and Carney left one sentence conspicuously unsaid in Strasbourg.
