Oh wow this is good! So glad you’ve explained this thoroughly. I love that it’s Schumer who’s bringing it out when so many here on Substack have excoriated him nonstop as irrelevant (and yes I yelled at him in March). So yay again for having another very important tool in our arsenal for fighting this crap.

I'll have to research the 1928 Rule of Five and its historical context. Hats off to the staffer who brought it to Schumer's attention! There's a reason policy/legal wonks are useful!
